10 regions joined the introduction of the standard of staffing for industrial growth

Svetlana Chupsheva, the General Director of the Agency for Strategic Initiatives (ASI), and Robert Urazov, Director of the Young Professionals (WorldSkills Russia), signed at the St. Petersburg International Economic Forum (SPIEF-2018) the agreements on the introduction of a regional Standard for the staffing of industrial growth with the Heads of 10 constituent entities of the Russian Federation - Kemerovo, Novgorod, Omsk, Pskov, Rostov, Ryazan, Sakhalin and Smolensk regions, the Republics of Dagestan and Ingushetia.

ASI will help the regions to train management teams and create an expert network using the personnel standard.rf communication platform, provide methodological and information support, and ensure the dissemination of effective practices of implementing the standard using the Wikiregstandard database.

‘The regions will develop a strategy for training personnel in the professions that are required by the local economy. Our joint project will allow large investors to formulate their request to the competencies and personnel that will be needed for large investment projects,’ explained Svetlana Chupsheva.

Oleg Kozhemyako, the Governor of the Sakhalin region, noted that the region is actively developing projects in the areas of advanced development, such as ‘Southern’ (local food production) and ‘Mountain Air’ (recreational and tourism industries), as well as oil and gas projects. ‘For the development of production, staffing is needed, quality training of specialists,’ said Oleg Kozhemyako. ‘The personnel standard will help to bring the quality of primary, vocational education to a new level, and the 6th National Championship of WorldSkills Russia in Yuzhno-Sakhalinsk will be the launch point.’

Andrey Nikitin, the Governor of the Novgorod region, noted that the quality of training is an important element of the state of the investment climate in the region. This indicator affects the rating of investment attractiveness. ‘The regional standard will make it possible to systematize work on improving the preparation of students in secondary specialized educational institutions,’ added Andrey Nikitin.

Earlier, Vladimir Putin, Russian President, instructed the government, together with the Agency for Strategic Initiatives and the World Warships Union, to ensure the introduction of a regional personnel standard in all constituent entities of the Russian Federation before December 31, 2019. This is stated in the list of instructions on the results of the working visit of the Head of the state to Sverdlovsk region, which was held on March 6, 2018, published on the Kremlin’s website on April 6.


The regional standard of staffing for industrial growth is intended for use by the highest official of the constituent entity of the Russian Federation, regional executive authorities, industry, professional organizations, partnerships and employers as a guide for the implementation of projects for implementing the model of personnel supply of industrial growth in the region.

The regional standard takes into account the results of the implementation of the Agency’s system project ‘Training of workers who meet the requirements of high-tech industries on the basis of dual education’, the results of the WorldSkills Russia movement, the best practices of staffing of the subjects of the Russian Federation.
