ASI and the PPP Development Center launched the New Quality of Life Initiative aimed at disabled people
June 9, at the 2nd Forum of Region Social Innovations, which is taking place in the Moscow region, the New Quality of Life service platform aimed at disabled people has been presented.
The project was presented by Pavel Seleznev, the leader of the ASI the New Quality of Life for Disabled Persons strategic initiative, the chairman of the board of the Public Private Partnership development center, during the expert discussion "IT technologies - new points of growth in the social area" that had been arranged by the Pension Fund of Russia.
The New Quality of Life is the aggregator of social services for disabled people, which works as the single information window on the issues of rehabilitation, obtaining of technical means for rehabilitation, employment or other needs at every life phase of the disabled persons.
Expert estimates that the potential target audience of the resource is about 8-9 million people.
Now the first stage of development is completed, with the platform featuring a variety of services enabling to solve the information vacuum problem being launched. A section has been created that provides legal information for disabled people regarding the procedure for passing medical and social expertise, issuing disability status documents, providing social services and obtaining technical means of rehabilitation. The differentiated access to information based on the user's personal data has been implemented via the personal account functionality. The Mobility service enables to issue an application or receive full information about the transport services. The interface features a cataloguer, which will be handy for browsing technical means of rehabilitation. The platform features a users forum and the online consultant’s services.
At the next stage, it is planned to tailor the key services with the involvement of the target audience i.e. disabled people, representatives of relevant authorities, public organizations, producers and suppliers of technical means of rehabilitation as well as social services.
The New Quality of Life non-commercial fund will be created for the project’s further expansion.
The platform has been developed by the PPP Development Center with the support of the Agency for Strategic Initiatives since 2016. The project was approved at the meeting of the Supervisory Board of the ASI chaired by the President of the Russian Federation Vladimir Putin, on January 14, 2016.
The sociological survey conducted earlier by the Agency for Strategic Initiatives and the PPP Development Center shows that one in three people with special needs currently assess their awareness of the opportunities to receive rehabilitation and social services as insufficient. More than half of the respondents (57%) expressed interest in creating a specialized resource, which will provide comprehensive information on the opportunities for medical diagnostic tests, medical and social expertise, obtaining and servicing of technical means of rehabilitation.
