ASI and Minstroy to develop an industry model for the development of urban environment and housing and communal services

An industry model for the development of urban environment and housing and communal services will be developed within the cooperation agreement signed between Andrey Nikitin, Director General of the Agency for Strategic Initiatives (ASI), and Mikhail Men, the Minister of Construction and Housing and Communal Services of the Russian Federation, on December 21, 2016 in Moscow.

The industry model for the development of urban environment and housing and communal services - “ready solution” consisting of a set of best practices and initiatives in 9 areas:

  • comfortable urban environment;
  • accessible environment;
  • heat supply;
  • water supply/disposal;
  • energy saving/efficiency;
  • SDW (solid domestic waste);
  • investment environment;
  • major overhaul;
  • public initiative.

Andrey Nikitin explained that “ready solutions” represent a construction kit using which regions could introduce best practices quickly, efficiently and predictably for modernizing housing and communal services and improving the quality of urban environment. He also noted that the ASI and the Ministry would create a classifier (“methods of solution” - note) with practices to be distributed depending on the implementation mechanism (for example, concessions or crowdfunding - note).

In the future, the industry model will be integrated into the “Store of the Right Solutions” section of the REGION ID information system, which is being developed in the agency. “The constituent entities of the Russian Federation could choose online those practices that are implemented by the neighboring regions, in a ready-made “packaged” form, with a set of methodological recommendations and model roadmaps for their implementation,” Andrey Nikitin said.

“Together with the agency and the expert community, we will collect and analyze the best implemented practices, based on which we will develop step-by-step instructions on what and how to do to achieve the best result,” Mikhail Men, the Minister of Construction and Housing and Communal Services commented. “We have accumulated a colossal experience in implementing modern technologies, and we are sure that it needs to be used.”

REFERENCE

Successful experience of regions was collected by the ASI within the national competition of the best practices and initiatives of socio-economic development of the constituent entities of the Russian Federation, which was held for the first time in 2016. The Agency has received applications from 68 constituent entities of the Russian Federation with descriptions and presentations of 302 practices and initiatives, including PPP projects in construction and housing and communal services.

They include:

  • The PPP practice of Volgograd, where through the implementation of the concession agreement the system of cold water supply and sanitation will be modernized, including re-laying of 243 km of water supply and sanitation networks, reconstruction of 113 out of 121 pumping stations of water supply and sewerage, reconstruction of urban sewage treatment facilities, clean water tanks, etc.;
  • The practice of Rostov-on-Don, where a concession agreement has been concluded for the design, construction and operation of the exhibition pavilion and five pavilion cafes, the reconstruction and operation of three sections of the hydraulic structure, the maintenance and operation of the land, the maintenance, modernization (major repairs) of technologically associated property located at Beregovaya St.;
  • The practice of Saratov, where within the construction of the residential area Solnechny-2 in the Kirov district investors commit themselves to the simultaneous creation of social, sports and transport infrastructure (for example, the main heating network was constructed using the PPP mechanisms).
