Tula and Belgorod regions have developed plans for the implementation of the regional human resources standard

The representatives of economic and educational blocks of the governments of Tula and Belgorod regions, together with the employers, formed the plans to introduce the regional industrial growth staffing standard. The first session with the pilot regions, dedicated to testing the standard, was completed in the co-working center of the Agency for Strategic Initiatives (ASI) “Boiling Point” on August 30, 2016.

The plans outline the key growth directions – industries and enterprises, which the region counts on, major investment projects, clusters and perspective competences, which are the basis for building the educational process.

The pressure points outlined by the session participants to be in the regional personnel training system are the lack of the businesses’ forecast of the demand for new professionals in the long term, the lack of understanding of the educational organizations of the requirements to the core competencies of the graduates in accordance with employers’ demands, low level of material and technical base of educational establishments, the low qualification of the teaching staff who are the masters of the industrial training, especially mentors.

Among the problems that have been outlined on the basis of the problems identified are as follows: implementation of a comprehensive career guidance, starting with pre-school children; the development of long-term planning mechanisms of staffing needs for the investment projects; the involvement of small and medium-sized businesses in the training process; advanced professional training of teachers and mentors at the place of work; narrowing of the gap between the level of qualifications of graduates and employers’ demands.

The session participants prepared the requests from the regions to the Agency for Strategic Initiatives and the Worldskills movement in Russia. In particular, they need the federal support for an independent assessment of the skills of workers - “Unified State Exam for workers,” the federal requirements for the professional certification of teachers as relevant dedicated experts (e.g. practical training in the anchor company) and the national staffing requirements forecasting technique.

According to the Head of the Industrial Growth Staffing Department of the “Young Professionals” line of ASI Yuliya Hanzhina, the requests of the session participants will be discussed with the expert community to further include it in the federal agenda. “The pilot regions are developing a model of the registration standard implementation which, if proved successful, will be replicated as the best practices in other regions of Russia,” she said. “The work within the session makes it possible to select individual system projects in the registration standard that require solutions at the state level.”


Regional standard of industrial growth staffing was developed in accordance with the instruction of the Government Commission for Import Substitution (Minutes No.2 dd. October 3, 2015).

The standard deals with reliance on the results of the ASI system project “Training of skilled workers that meet the requirements of high-technology industries, based on the dual education”, the results of WorldSkills movement in Russia, the best practices of the regions staffing.

Pilot testing of the standard takes place on the territory of 21 sub-federal unit of the Russian Federation, including Belgorod region, Vladimir region, Krasnodar Territory, Krasnoyarsk Territory, Lipetsk region, Murmansk region, Nizhny Novgorod region, Novosibirsk region, Perm Region, the Republic of Sakha (Yakutia), the Republic of Tatarstan, the Republic of Chuvashia, Samara region, Sverdlovsk region, Tambov region, Tula region, Tyumen region, Ulyanovsk region, the Khabarovsk Territory, Chelyabinsk region, Yaroslavl region.
