ASI proposes to allow placing kindergartens in adjusted non-residential premises

Agency for Strategic Initiatives (ASI) invites Rospotrebnadzor and the Ministry of Education of Russia to consider the possibility of organizing kindergartens in adjusted non-residential premises. Such a measure can be found in proposals for improving the educational infrastructure prepared by the ASI experts to be included in the "Transformation of the business climate" plan in the "Education" direction.

The authors of the document ask to extend the effect of SanPiN (Sanitary Norms and Regulations) 2.4.1.3147-13 "Sanitary and epidemiological requirements for preschool groups located in residential premises of the housing stock" to preschool groups organized in adjusted non-residential premises of the housing and non-housing stock.

The initiators propose Rospotrebnadzor and the Ministry of Education of Russia to develop and approve an appropriate departmental act by May 2020.

To attract extrabudgetary investments in the development of the infrastructure of educational facilities, ASI recommends that the Ministry of Economic Development and the Ministry of Education, together with regional executive bodies, develop a program of preferential financing for participants in PPP projects.

Another proposal is to cancel the bidding procedure for land allocated for the construction of multi-apartment buildings. This rule will apply to entrepreneurs involved in the creation of social (including educational) infrastructure, and can only be in force within one cadastral quarter.

“Amendments to the Land Code of the Russian Federation aimed at reorienting demand for land plots necessary to create social infrastructure and housing facilities by establishing the possibility of providing land for the construction of multi-apartment buildings without bidding to investors implementing public-private partnership (PPP) projects on the creation of social infrastructure facilities,” the ASI materials say.

The planned implementation period for this item is May 2020. The Ministry of Economic Development, the Ministry of Education and the Ministry of Finance of Russia are responsible for it.
