Regional standard of staffing for industrial growth has pushed governors to review budgets for education
The regional standard of staffing for industrial growth helped the governors to structure the costs of education and increase the transparency of management decisions. This was reported by the head of the Department of personnel support for industrial growth of the Agency for strategic initiatives (ASI) Yulia Khanzhina at the Yugra industrial forum in Khanty-Mansiysk.
She presented various models for the implementation of the personnel standard and described some elements of its structure.
"In the block on creating conditions for the implementation of the regional standard, I would highlight the presence of a process coordinator and control at the level of the highest official of the subject. As soon as the Governor acts as a customer for the system design of the training, everything starts to work very quickly. In some regions, this is happening and it is not a discovery, in some regions, the personnel standard has pushed the highest official of the subject to review the processes of budgeting of the education system", - said Yulia Khanzhina.
She cited the Amur, Belgorod, Novgorod, Tambov and Tyumen regions as examples of personal participation of governors in the system design of personnel support of the economy.
"We are now experiencing a very interesting situation. The standard we used to run in 2016. During the period 2018 - early 2019, unprecedented measures were taken at the level of the Federation, which now concern both budgeting and the launch of new tools on the subject of "Education". I'm talking about national projects, and in general about the basic national project, which relates to the development of the digital economy", - noted Yulia Khanzhina.
Among the key elements of the standard, she highlighted a block of independent assessment of the quality of training: "We must evaluate the education system together with employers." Another priority area concerns forecasting the staffing needs of regional enterprises, in particular - technology companies.
"Unfortunately, at the level of the Federation we don’t have forecast system in principle. The human resource that is necessary to ensure the economy as a whole. According to personnel forecasting, there is a very complex plot, which is associated with the involvement of small and medium high-tech businesses in the policy of ordering and designing their requirements for human capital", - said the ASI representative.
New elements of the personnel standard
The personnel standard has a flexible structure. ASI continues to complete it, focusing on elements related to the implementation of the "road maps" of the National technology initiative (NTI), the launch of educational programs of the University "20.35" and new projects for the development of the Worldkills movement in Russia.
"We are working with teams of at least 10 subjects who are trying to design, for example, a digital profile of a student or how much the region will need teachers on IT-competencies in the horizon up to 2035 – depending on the children, depending on the rates of the economy, etc. Separately, there are tools that relate to the digital skills of the passport - portfolio of each student. The second completion – it's all about advanced training. Now 14 entities are launching advanced training centers, which are being designed as a hub for the provision of services for rapid training. Another story is the construction of individual digital trajectories for students who need to master the skills necessary to work in future industries", - explained Yulia Khanzhina.
The Experience Of Ugra
Certain areas of the standard work effectively in the Khanty-Mansiysk Autonomous Okrug. Ugra has become a reference platform for the development of human resources in the oil industry.

"We have made some serious progress in the area of dual education. The direction is very interesting, very popular. As part of the UN cooperation with the Russian Federation, an agreement was signed on the establishment of a competence center for the development of a standard in mining education at the meringue of St. Petersburg mining University. The governing Council of this competence center has decided that the Khanty-Mansiysk Autonomous Okrug will be the reference region in the part of the oil industry. The relevant documents signed, the work is already started today", - said the Deputy Governor of the Khanty Alexei Zabozlaev.
He stressed that the region will complete the system of human resources development taking into account the new elements of the ASI standard. "We have closed the oil industry with this agreement, and everything else in the industry, and not only in the industry, will be further developed. Officials also need to be trained not to stand still. The world economy will not wait for us", - said the Vice-Governor of Ugra.
