ASI is preparing proposals to the government to restart the target models of simplification of procedures for business in the regions of Russia

4 of the 12 target models for business facilitation related to the provisions of the regional investment standard are recognized as fulfilled and will be eliminated. The Agency for strategic initiatives (ASI) together with the Ministry of economic development of Russia will submit proposals on restarting work on other target models to the government within a month. This was told by the General Director of ASI Svetlana Chupsheva on March 26 at a meeting of the headquarters for the organization of the Federal working groups on monitoring the implementation of target models in the subjects of the Russian Federation to simplify business procedures and increase the investment attractiveness of the regions.

"With the Minister of economic development [Maxim Oreshkin], we agreed that within a month, taking into account the opinion of the Federal authorities responsible for specific target models, with our experts – the heads of working groups, the business community, we will send [the head of government] Dmitry Medvedev a consolidated position on the restart, rebirth of target models in the regions," said Svetlana Chupsheva.

According to the General Director of ASI, the target model "the Quality of the investment portal of Russian Federation subject", "the Availability and quality of regional legislation on the mechanisms for the protection of investors and support of investment activity", "Efficiency of activity of the specialized organization on attraction of investments and work with investors", "Efficiency of feedback and work of channels of direct communication of investors and the management of the subject of the Russian Federation" are completely realized.

"We evaluated 4 models that were based on the indicators of the regional investment standard - the work of the basic institutions that should ensure effective communication with the business community and provide quality information and feedback for business. In the top - the target model for the quality of the investment portal. The second [model] is the presence of the quality of regional legislation and mechanisms to protect investors. The third – the effectiveness of the specialized organization to attract investment. And the fourth is the work of direct communication channels between investors and the leadership of the Russian regions. From the point of view of creation of tools target models are executed. We are ready to complete the work for them", - said Svetlana Chupsheva.

The head of ASI presented the results of the implementation of all target models in 2018.

"The average figures for the country at the end of 2018 – 94%. The most difficult areas, where we have about 80%, are the target models for control and Supervisory activities (CPV), and here the regions said that while there is no Federal legislation and a law on control and supervision, they can not qualitatively ensure the implementation of the target model. The second is the construction permit for the construction and spatial planning, and the third – cadastral registration of land plots and real estate objects", - commented Svetlana Chupsheva.

Work on eight target models will continue in 2019. "We still have industry models - construction, energy, control and supervision, small business, property registration and cadastral registration, connection to heat and water", - said the Director General of ASI.

She also noted that the duration of procedures (in days) in many areas has been significantly reduced – the goals for these indicators are exceeded, but there are issues that can not be solved within the existing target models.

"For example, according to the inventory, there is a proposal to withdraw from the regional target model forest and environmental areas – what is under the jurisdiction of Federal agencies. I know that nothing is happening at the level of the Ministry of natural resources. At the beginning of the year, the President was shown projects to develop eco-tourism, including in nature reserves. Let's tear them off, or we keep closed territories, to which citizens of our country and foreigners have no opportunity to look, because there is no infrastructure, there are no methods, there are no rules and standards. It was repeatedly given instructions of the President and government, and things are there", - said Svetlana Chupshewa.

She proposed to create a working group at the ASI site with the participation of representatives of Rosreestr, the Ministry of natural resources and the expert community, "to formulate a common methodology, road map" for the cadastre and registration of environmental zones and reserves.

"All stakeholders beg [to solve this question]. We have Buryatia, Moscow region – they now have no opportunity to speed up the procedures for the allocation of sites, the issuance of permits from the feds," - explained Svetlana Chupsheva, adding that the remaining outside the target models of Federal restrictions can be overcome with the help of the tool "Transformation of the business climate".
